Walkthrough

Go to Guard Captain Roderick in Dawnhold. Click them and choose Quest (or type hello, then quest).
The NPC says: “The goblins from the western caves steal everything they can. Kill 20 of them. Deal?” - answer yes.
Kill 20 × Goblin Raider or Goblin Archer. Kills made by your party count too.
Where to find them: The Heartlands; Goblin Caves (underground); The Heartlands - near South Watchtower; The Heartlands - near Mountain Shrine.
Go back to Guard Captain Roderick and say quest. They answer: “Excellent! Take this shield.”
Your reward: 1,800 exp, 200 gold, Warrior's shield.
